GENERAL ADMISSIONS REQUIREMENTS

UNICEF Nigeria seeks the services of an experienced communication officer who will assist in planning, monitoring, evaluation and implementation of its social mobilization and media/external communication activities of the polio eradication programmes and will provide the required support directly to the National Primary Health Care Development Agency (NPHCDA). He/she will contribute to the achievement of the targets set in the Millennium Development Goal (MDG) with respect to social communication and behaviour and especially as relates to fulfilling the basic rights of children.

The successful candidate will be expected to carry out the following duties

  1. Develop partnerships with mass media to generate and maintain public interest and support in UNICEF programme results and help set agenda for public discussion. Monitor implementation of media and press media activities by reviewing progress and identifying constraints through dialogue, field visits, and consultation with government counterparts, partners, community and UNICEF programme staff. Prepare analyses and reports on children as it comes out in the print media.
  2. Support media/external relations activities such as organizing visits to project sites, facilitating photo coverage and TV footage, including press briefings, conferences and media interviews, to achieve country programme objectives and utilize both web-based and traditional media as appropriate to generate and maintain public interest in children's issues and to tell the story of the Field Office/UNICEF's cooperation to a wider audience. Maintain a resource centre with relevant information materials including photos, slides, videos, tapes, CD-ROMs, posters, leaflets and other audio/visual materials.
  3. Monitor the local, national and international media to identify sensitive issues affecting children and advise the Country Office communication team on appropriate action to address the situation. Also identify media opportunities that could be utilized to highlight the issues of children and women in the Field Office and Nigeria Country Office.
  4. Coordinate UNICEF support in one assigned state to ensure convergence of services in fulfilling the basic rights of children in the selected local government areas/communities. Use this experience to advocate with duty bearers and stakeholders at state, local government area and community level to leverage additional resources and implement favourable policies to sustain and expand interventions to other communities.
  5. Establish a system to document success stories and use such stories to develop effective materials to support advocacy efforts with key duty bearers and stakeholders to fulfill the rights of children in the Field Office. Assist the national and Regional Offices in identifying and obtaining feature stories and other materials to facilitate advocacy and fund-raising activities.
  6. Design (or adapt), produce and disseminate advocacy materials for specified audiences, arranging translation into local language(s) as necessary. Identify the need for additional materials/activities, such as radio and television programmes, publications, photographs, websites, etc., to advocate and promote organizational goals within the country, and manage their production and distribution to the target audiences.
  7. Assist media houses and institutions to plan and organize relevant training programmes for specific audiences. Identify training needs for the purpose of capacity building and sustainability of programme/projects.
  8. Prepare cash requests, and supply requests and plans of action, regular monitoring of project inputs and expenditures, routine and annual reports and other project documentation as required.

Minimum qualification and competencies

  • First degree or its equivalent in communications, journalism, public relations or related field.
  • Minimum two years practical professional work experience in communication from print and broadcast media, or interactive digital media and external relations. Field/community based experience is required.
  • Fluency in English language is required. Knowledge of another UN language, an asset. Knowledge of local working language(s) of the duty station is desirable.

The successful candidate will be expected to carry out the following duties

  1. Enhance effective programme, sectoral or inter-sectoral, planning, development and management by leading, guiding, coordinating and supporting the timely completion of the situational analysis and its periodic update through accurate and complete monitoring and analysis, and the timely preparation or finalization of sectoral input.   3. Promote the quality of rights-based WASH programme and programmes through participation in the formulation of programme/project goals, strategies and approaches. Bring coherence, synergy and added value to programme management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation.
  4. Takes primary responsibility for the development of the sectoral work plan and technical decisions as well as for project management, implementation and monitoring of assigned project/sectoral activity, in compliance with the defined project strategies and approaches.
  5. Ensure programme efficiency and delivery through a rigorous and transparent approach to evaluation. Participation in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts. Ensure the preparation of annual WASH status reports. Ensure adequate and transparent evaluation of emergency preparedness and response.
  6. Promote the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes, and reference to the WASH strategy.
  7. Coordinates with Operations and Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certifies disbursements of funds, monitors and submits financial status reports to management in compliance with the regulations and guidelines. Advocate for due attention and support to be given to environmental and sustainable development issues (pertaining to WASH) in all sectors and line ministries. Ensure adequate attention is given to disaster risk management, including emergency preparedness and response.
  8. Collaborate with Communication and Programme Communication groups to ensure development of effective communication materials and strategies to support advocacy, social mobilization and emergency efforts. Collaborate with other project emergency officers to ensure the integration of the sectoral programme with other sectors.
    Collaborate with the Operations and Supply Sections and government authorities to establish and maintain sound internal controls supportive of WASH programme or sectoral planning and implementation, to coordinate financial and supply management requirements as well as to ensure accountability.
    Interact with government and other partners, NGOs, UN and bilateral agencies in the different stages of WASH programme/project implementation to follow up on agreements and recommendations. Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve WASH programme goals, including humanitarian response.

Minimum qualification and competencies

  • Advanced university degree in one of the disciplines relevant to the following areas: public health, civil engineering, mechanical engineering, geology, hydrology, sanitation engineering, or a field relevant to international WASH related development assistance. Additional training in health education or communication for development (programme communication), an asset.
  • Five years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector. Field work experience and familiarity with Emergency (preparedness and response) approach, an asset.
  • Fluency in English. Knowledge of the local working language of the duty station, an asset.

We are recruiting for Administrative Assistant in Abuja who will perform a variety of administrative duties related to the general administration of the Country Office under the direct supervision of the Administrative Specialist.

The successful candidate will ;

1. Carry out the physical custody functions of non-expendable inventory (NEP). Physically receive and issue out new NEP items, monitor and regulate the physical movement and location of all fixed assets, as well as sort and process the fixed assets for approved disposal action (PSB). Responsible for correct physical labeling and coding of all NEP items; and assist in carrying out annual physical verification of fixed assets.
2. Keep physical custody of the administrative stocks (stationery and office supplies). Receive stocks into the Administrative Section stores and issue out to requesting units/staff upon approval. Maintain bin cards and other relevant documents. In a timely and regular manner, inform the Administrative Specialist on office supply replenishment needs. Assist in carrying out quarterly physical count of stocks in the store.
3. Assist staff members and their dependents in procuring documentation and visas from the Ministry of Foreign Affairs(MOFA) and other diplomatic missions in accordance with the requirements of the United Nations and the Nigerian Government.
4. Drafts routine correspondences and processing of visas for foreign travel.
5. Receives and sorts mails from different sections and submit them to the UN House mail room for the pouch and/or courier. Ensure regular pick up of UNICEF mails from the UN House mail room and dispatch to relevant sections. Maintain mailing register for incoming and outgoing packages.
6. Receive and process telephone bills and transmit to staff members for settlement. Maintain and update the tracking tools to ensure compliance.
7. Assist the Travel Assistant in making travel arrangements, process travel authorization and compile information pertaining to travels when required.

Minimum qualification and competencies

* Completion of secondary education. University or polytechnic-level diploma in business administration, management or related field preferable.
* Four years progressive experience in general administrative duties which should include a good knowledge of standard administrative practices and procedures and experience in stock taking and recording of assets.
* Fluency in English language is required. Knowledge of another UN language, an asset. Knowledge of local working language(s) of the duty station is desirable.
* Communication, working with people, drive for results.

The successful candidate will be expected to carry out the following duties

1. Assist in implementation of the supply component of the Nigeria country programme including procurement and distribution of supplies to field project sites. Liaise with Supply Section in Country Office, Abuja on all supply related issues.

2. Coordinate with project officers in the preparation of appropriate documents: supply requisitions (PGMs), purchase orders, etc., according to procurement specifications and procedures. Maintain an up-to-date supply progress control system, maintain filing system, register all correspondence and contact for suppliers.
3. Undertake local procurement, request quotations, prepare purchase orders, issue all correspondence on procurement and check and verify all sundry invoices for payment. Maintain suppliers’ file.

5. Undertake field visits to project sites to inventory and monitor supply inputs as may be required. Propose corrective actions to improve logistics procedures.
6. Collect information from records and reports and prepare periodic and ad hoc reports on project activities.
7. Maintain Programme Manager System (ProMs), supply monitoring system, participate in preparation of ProMs generated supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc. Participate in the briefing and training of project personnel.
8. Visit manufacturers to access their supply potential and develop current market research for potential manufacturers on specific items. Participate in the evaluation of suppliers’ performance on the basis of products against quality, price and delivery criteria.
9. Liaise with Country Office Supply Section in facilitating clearing of delivery of Field Office supplies in Lagos.

Minimum qualification and competencies

University degree or its equivalent in warehousing/inventory management or in business administration with special training in warehouse/inventory management.

Six years of progressively responsible experience in the management of warehouse and inventory with some experience in supply and logistics. Experience from big and reputable institutions, an asset.

Skills

Computer literacy and the ability to effectively use standard office software tools and other office technology to produce reports, create documentation and maintain electronic filing systems. Ability to use softwares for inventory management is required.

NLNG Vacancies for Public Affairs and Protocol Officers


JOB TITLE: PUBLIC AFFAIRS AND PROTOCOL OFFICER

The duties will include the Following:

Position Description:
The successful candidate will report to the Managing Director/Chief Executive Officer, and supervise the Risk Management Analysts.

He/She will be responsible for the following:

- Develop a risk management framework detailing the organization’s approach to identifying, assessing, monitoring and controlling market & counterparty risks

- Define and communicate market & counterparty risk policies and controls
- Monitor and control the level of risk exposure of the organization (by risk type, asset class instrument, industry, organization, etc.)
- Ensure internal risk limits are observed
- Manage the development of tools and techniques for measuring market and counterparty risk (risk rating models, VAR etc.)
- Ensure that all market & counterparty risk management decisions by the Board are effectively implemented by relevant departments
- Develop the department’s operational plans and budget
- Develop all training plans and manage staff performance for the department
Carry out other duties as assigned by the Managing Director/Chief Executive Officer

Educational Qualification
Minimum of first degree or its equivalent in a numerate or semi-numerate discipline such as actuarial science, statistics, mathematics, accounting, economics, banking, finance, insurance, law and business studies

Professional Qualification
Membership of a relevant professional association will be an added advantage.

Experience
6 years working experience with at least 4 years in a similar role

Requirements
- Risk analysis and management skills
- Risk Modelling
- Financial & Statistical Analysis/Interpretation
- Deep understanding of the Asset management industry
- In-depth understanding of market & counterparty risks
- Proficiency in the use of Microsoft Word, PowerPoint, Excel and other spreadsheet applications
